The working paper submitted by Libya focuses on three main areas for establishing a Middle East Free Zone. First, it stresses the importance of negative security assurances from nuclear-weapon states, calling for unconditional written pledges, an interim protocol, and a Security Council resolution to reinforce these commitments. Second, the paper proposes mechanisms for cooperation, consultation and dispute settlement, including a permanent consultation body, a joint contact centre, voluntary data exchange, and collaboration with the IAEA to address nuclear-related disputes. Third, it advocates promoting cooperation between existing nuclear-weapon-free zones and the Middle East Conference through technical exchanges, joint dialogues, and coordination in international forums.
