The working paper, submitted by the Russian Federation, explores mechanisms for cooperation, consultation, clarification and dispute settlement for a future Middle East zone free of nuclear weapons and other weapons of mass destruction treaty. It draws lessons from the Joint Comprehensive Plan of Action (JCPoA). The paper explains that the JCPoA created a Joint Commission to monitor compliance and resolve disputes, allowing Iran to raise issues such as delays in lifting sanctions and nuclear-related concerns. It describes the JCPoA as a multistage dispute-settlement process designed to reduce tensions and preserve the agreement despite deep distrust among parties.
