Statement by the United States at the 2019 NPT PrepCom on nuclear disarmament and security assurances

The statement reiterates the United States’ positions outlined in the 2018 Nuclear Posture Review including the policy of not providing universal, unconditional legally-binding negative security assurance and the types of non-nuclear attacks that could be considered “extreme circumstances” which could give grounds for nuclear weapons deployment.
