The statement recognizes the importance of the conference. It emphasizes Morocco's commitment to disarmament and non-proliferation based on principles of multilateralism, dialogue and diplomacy as well as an equilibrium to allow for socio-economic development of regional states. It recognises the importance of the NPT and its link to the ME WMDFZ. According to the statement, the 2010 Action Plan contains key elements to implement the Zone in a spirit of mutual respect and inclusivity. Morocco expresses its concern about the potential acquisition and use of WMD by non-state actors and emphasizes the potential humanitarian consequences. It highlights the danger posed by biological and chemical weapons and calls for the respect of existing international instruments, use of international mechanisms such as the UN and IAEA as well as dialogue and voluntary confidence building measures to support the establishment of a ME WMDFZ.
