In a letter to the UN Secretary General, Egypt suggested new measures such as requiring regional states to declare their support for a Middle East WMDFZ and called on all Middle Eastern states to implement IAEA safeguards at all their nuclear facilities and to submit declarations conveying their intent not to use, produce or test WMD.
