The letter called for convening a conference to negotiate the proposed zone that would include all the states of the Middle East and non-nuclear-weapon states adjacent to the region which were not signatories to a NWFZ and that NPT cannot be “presented as a credible alternative” to the establishment of a NWFZ. The Israeli letter also supported Egypt’s proposal from April 1981 and suggested that as a confidence building measure (CBM) the study would be conducted by qualified experts from the Middle East.
